SOUTHERN TIER, N.Y. -- Some of the recount in the race for Congress in New York's 29th district hasn't started as planned. The lawyer representing the campaign of Republican Congressman Randy Kuhl says election officials in Chemung and Steuben counties will start going over ballots cast for Kuhl and Democrat Eric Massa Thursday.

The campaigns agreed last week to start the re-canvass immediately, but the lawyer says some counties waited on a judge's order to clarify some of the terms of that agreement. Those counties will start counting Thursday. That's also when Monroe County will start adding up its

absentee ballots. The absentee ballot counting will start in the 29th district's other seven counties Monday.
