CHEMUNG COUNTY, N.Y. -- A retired New York State Police officer is honored as Police Officer of the Year in Big Flats.

Lieutenant Governor Robert Duffy presented the award to Gerald Segur for saving a fellow Trooper from harm in March 2011.

Segur fired five shots at Joel Shelley in Tioga County after Shelley advanced towards the other Trooper with a shotgun drawn. Shelley is currently serving a five year prison sentence.

The lieutenant governor offered very high praise for Segur and the work of all the State Troopers.

"Some of us, the biggest danger we face is a paper cut from reading reports and these men and women go out every day, leave their families, leave their beautiful wives and kids and go out and put their lives on the line. And it seems to almost pale in comparison that once a year we have this ceremony. One thing we should do is celebrate everyday what they do," Lieutenant Governor Duffy said

Segur is the tenth Trooper from the State Police to win the award.
