Registered sex offender accused of having sexual conduct with 12-year-old
ENDICOTT, N.Y. -- A registered sex offender is accused of having sexual contact with a 12-year-old girl in Endicott. Charles Burks, 38, is charged with second-degree sex abuse and endangering the welfare of a child.
Police say the victim was an acquaintance of Burks. He was originally placed on the state sex offender registry as a level two offender and was sentenced to a year in prison for a 1998 conviction on third-degree rape involving a 15-year-old female.
Level two means that the court has determined that there is a moderate risk to commit another sex crime.
