Puppies found in garbage bag
WATERTOWN, N.Y. -- Jefferson County's SPCA Executive Director said what two women found at a Route 81 rest stop near Watertown is despicable. She said the women saw a garbage bag on the ground that was moving. When they checked it out, they found six newborn puppies inside.

Five of the puppies are in good health, but one is still in bad shape. But the good news is that all six puppies have been adopted.

"There's no reason. Those animals would have been accepted here in a heartbeat. Why people do that I can't imagine especially with puppies. No excuse,” said SPCA Director Linda Miles.

Miles said the SPCA has been tipped off about a possible suspect. Miles said the agency is looking into a soldier who was recently deployed and had newborn puppies matching the description.
