JOHNSON CITY, N.Y. -- Johnson City police confirm they had contact with the shooter. The department's lieutenant says there were two incidents, both which happened when Wong lived on Arch Street in Johnson City.

In August of 1998, Wong went to the police department to report someone broke his apartment window. He said there was nothing missing in the apartment or any other damage done. An officer responded, verifying that there was a damaged window, but noted that

it may have fallen out of place due to natural deterioration. No physical evidence suggested there was forced entry.

Two days later, Wong was pulled over for driving without an inspection sticker. He appeared in court to pay the court surcharge, but the judge waived the fine for the ticket.

Lieutenant David Smith says the incidents were not related and neither incident was related to any other type of investigation.

When asked if Wong appeared to be mentally stable when dealing with police, the lieutenant said there was no indication that Wong was violating any sort of mental hygiene law.
