Destiny deadline approaching

It is a project that has been plagued by delays and legal wrangling. Now the stage appears to be set for yet another showdown over Destiny USA. YNN's Bill Carey says less than a week remains before the latest battle plays out.

SYRACUSE, N.Y. -- Two years ago, the site of the Carousel expansion was a beehive of activity. Then came the long legal battle over a cutoff of a construction loan. A battle resolved by a complicated, negotiated settlement between Citigroup and Destiny USA.

The Syracuse Industrial Development Agency signed off on that deal back in March and says the clock began ticking on a deadline to complete work on the expansion and begin work on a next phase.

But while work has resumed at the site, it is far from an intensive effort and it appears unlikely that new deadline of June 6th will be met. The city says that puts a tax deal for Destiny in jeopardy. The mayor saying the city's goal remains clear.

"The same thing that I've been saying since I got elected mayor. That is, a piece of land that needs to be a performing asset for this entire community. So the Destiny folks need to start moving on that," said Syracuse Mayor Stephanie Miner.

Onondaga County, which also signed off long ago on the Destiny deal is appealing for the two sides to try to work things out.

"I think there's always benefit in the principals sitting down and having a conversation. I don't know if that's happened yet. But, I do know from speaking with the mayor and from speaking with officials at Destiny, that the goal is the same. And that is, that the community start to reap the benefits of the project that it invested in a long time ago," said Onondaga County Executive Joanie Mahoney.

It is difficult to see the City of Syracuse and the developer of Destiny USA reaching a compromise agreement within just a week. That may indicate that a new legal battle is looming.

Destiny did respond to SIDA in a communication received last Friday. A communication believed to have raised questions about the June 6th deadline. Neither side, for now, is commenting.
