Halloween patrols increased as authorities search for serial-rapist

UTICA, N.Y. -- The Mayor of Utica is beefing up patrols for Halloween after news that a wanted serial-rapist may be in the area.

Robert Blainey, 45, has been added to the state's top 100 most wanted fugitives list. He is a serial rapist with ties to the Utica/Rome area and Onondaga County and is considered extremely dangerous.

On the heels of this news, Mayor David Roefaro has called in U.S. Marshals to assist Utica Police with patrols all day Monday.

It's part of a three-pronged plan Roefaro has in the works. He has been working with Oneida County probation and parole to ensure Level 3 sex offenders display orange "no candy at this residence" signs on their front doors.

Roefaro has also been pushing the state to track offenders with GPS devices for life.
