SYRACUSE, N.Y. -- Syracuse common councilors are continuing their line-by-line review of a new city budget proposal. The package, unveiled a week ago, increases spending but holds taxes at their current levels.

Common councilors, who have final say over the city's tax rate, review the spending and can make recommendations to the mayor for changes in the spending plan. So far, no major changes have emerged in ongoing budget sessions. But that could change.

“This is a process that, sometimes, is a little cumbersome, a little slow. But, on the council, there's a lot of people who will ask a lot of questions and we'll get into the different nooks and crannies of the budget and we'll find out what happens. But you never really can tell,” said Patrick Hogan, (D) Syracuse Common Councilor.

Councilors are due to vote on the budget in early May.
