Oklahoma man accused of attacking jogger
CHEMUNG COUNTY, N.Y. -- An Oklahoma man is being extradited to New York to answer charges that he attacked a jogger in Chemung County.
State Police say Tyrel Welch, 27, assaulted a 17-year-old female while she was jogging on North Road in the Town of Chemung on June 8th.
According to investigators, Welch was living in the area and working for a company that supported the local gas drilling industry at the time of the attack. He moved to Oklahoma shortly after, where he was arrested this week as a fugitive from justice.
Welch has been charged with first degree sexual abuse and second degree strangulation.
