ONONDAGA COUNTY, N.Y. -- The chairman of the Onondaga County Legislature's Ways and Means Committee says a consensus is emerging among lawmakers that a new county budget should include a cut in taxes for local property owners.

County Executive Joanie Mahoney is due to present her proposals for 2013 to legislators next week. But Legislator David Knapp says he wants to see tax cuts, even if that means trimming some spending more deeply.

“We're going to take a hard look at everything. If it means cutting back a little bit, where it makes sense, then that might happen. But we really feel, from a taxpayer standpoint, from an economic development standpoint, we really need to send some money back to the taxpayers,” Knapp said.

Lawmakers will review the budget this month and will vote on a final spending plan in early October.
