Canastota man arrested for unlawful surveillance

ALBANY COUNTY, N.Y. -- A Madison County man has been arrested near Albany after police say he tried videotaping up a woman's skirt.

Police in Albany County say an off-duty officer saw Patrick Kaiser of Canastota standing behind a woman with his foot underneath her skirt. The officer said he noticed there was a hole cut in the shoe.

After a short foot chase, Kaiser was arrested in a parking lot and charged with unlawful surveillance and criminal trespass.

Kaiser was previously convicted of unlawful surveillance stemming from incidents where he spied on tenants with hidden cameras in Oneida. He spent three years and four months in prison for that conviction.
