NEW YORK -- A new Siena Poll shows a virtual tie between the candidates for the 21st Congressional district. It finds Democrat Congressman Bill Owens barely leads Republican Matt Doheny with 44 percent to 43 percent.

Last month’s polls showed Bill Owens leading with 49 percent, a safe number for an incumbent. The new poll shows Doheny gaining a lot of ground with independent voters over the last seven weeks. He gained 19 points with independents since September.

The poll shows both Owens and Doheny are splitting independents evenly.
