A Steuben County school district is facing a personnel matter now that one teacher has been arrested for allegedly forcibly touching a 13-year-old female student. Our Katie Husband tells us how residents and police are reacting to the allegations.

BATH, N.Y. -- On October 17th, Bath Central School District officials received a complaint from a 13-year-old female student of a male teacher touching her inappropriately.

"The school quickly began looking into this allegation and contacted us," said David Rouse, Village of Bath Police Chief.

After an investigation by the Village of Bath Police Department, they arrested 62-year-old James Cain, of Bath, for forcibly touching the student. The alleged incident has adults in the district concerned for their kids.

"It's a terrible thing that teachers have to do that. It puts a scare into the other kids at school and whether they can actually trust these teachers," said Dorothy Burdick, grandmother of a Bath Central School District student.

A statement from the district reads, "It is not the practice of the Bath Central School District to comment on pending personnel matters."

Burdick believes something does need to be done.

"If there's actual proof it's been happening or something, I think they should be dismissed," said Burdick.

After being on the police force for almost twenty years, Chief Rouse said this is the first time he's seen such a report in the school district.

"Sixteen almost seventeen years I've been chief of police and I think this is the first occasion where we've had to charge a teacher with something like this," said Rouse.

Despite the foreign nature of this type of incident in the Bath community, Chief Rouse has advice for all parents.

"Parents need to keep the doors of communication open with their children," said Rouse.

Cain is expected to appear back in village court December 3rd.
