SYRACUSE, N.Y. -- Syracuse Police have made a second arrest in connection with neglect cases discovered last week involving three separate pit bulls.

Richard Frazier, 42, of Syracuse, was arrested Wednesday and charged with misdemeanor animal cruelty for failing to provide proper sustenance to one of the dogs.

Authorities say Frazier's emaciated pit bull was dropped off at the DeWitt Animal Hospital on February 4th.

Frazier will return to Syracuse Court at a later date to answer the charge.

Police are still looking to speak with anyone who has information about any of the three neglected dogs. They can be reached at (315) 442-5200.
