WASHINGTON, D.C. -- Even if congressional leaders and President Obama had reported a breakthrough in their White House talks on the Sequester cutbacks in federal spending, it would have taken time for the House and Senate to act on any plan.
Most members of Congress left the Capitol on Thursday and are not due back in Washington until next week.
